China's Insane Paving Breakthrough Is Already Falling Apart — Engineers Are Calling It a Scam

Between 2015 and 2020, China’s Sponge City initiative ordered 30 pilot cities, including Wuhan, Chongqing and Shenzhen, to make their ground absorb rain instead of shedding it. The target: by 2020, 20% of urban area had to retain 70% of rainfall, rising to 80% of urban area by 2030. The key material was permeable pavement, laid across thousands of square kilometers.

How permeable concrete works
Ordinary concrete uses sand to fill the gaps between larger stones. No-fines concrete leaves the sand out, so a cement-and-polymer paste binds only coarse gravel. That leaves 15–25% of the volume as connected voids, and water drops straight through into a crushed-stone base.
Why it clogs
A porous surface is a filter. Tire rubber, brake dust, soot and topsoil wash into the pores and stay there. Slower water drops more sediment, which clogs the pores faster, until the pavement seals itself shut. Keeping it open means regular vacuuming with regenerative air sweepers, and most municipal fleets never had those at the scale needed.

Zhengzhou, a model Sponge City, reportedly spent over 50 billion yuan on more than 5,000 projects. Then over 200 mm of rain fell in one hour. The video is careful here: no city on Earth is built to absorb a storm like that. The real lesson is what happens to expensive infrastructure when maintenance is left out of the budget.
Weak mixes and freeze-thaw damage
Permeable concrete holds together only where the stones touch, so it’s weaker than solid concrete by design. Studies in 2018 found batching plants in smaller cities cutting costly binders to hit area targets. In northern winters, water trapped in clogged pores freezes and expands by about 9%, breaking those bonds until gravel pops loose. Engineers call this raveling.
Lingang: a sponge that was already full
Lingang New City (now Nanhui New City), on the East China Sea, was billed as China’s largest Sponge City project. It sits on reclaimed tidal flats with the water table just below the surface. Rain passes through the pavement, hits saturated clay a few inches down, and stops.
